Ant Financial has rolled out the world's first commercial application of a payment system that identifies payers using facial recognition technology; starting from September 1, a KFC restaurant in Hangzhou allows customers to authenticate their payments by having their faces scanned; the whole process, which takes about ten seconds, does not require users to take out their cell phones; the function is powered by Face ++ technology developed by Beijing startup Megvii. Hong Kong's Legislative Council Panel on Financial Affairs published a document this week on their digital currency plans; The Hong Kong Monetary Authority (HKMA), which acts as their central bank and financial regulator is working with banks and R3; according to the document: "The first phase of the research, which explores the feasibility of [central bank-issued digital currency] in performing domestic inter-bank payments, inter-corporate payment in the wholesale market and delivery versus payment (DvP) debt securities settlement, is expected to be completed in the fourth quarter of this year. Subject to the findings of the first phase, HKMA will map out the next steps." Source

Chinese regulators have mandated that P2P lenders work with custody banks for depository services; Ping An Bank has announced a third party depository service and provides details in a document titled, "Measures for Third Party Depository of P2P Online Lending Platforms"; the document provides access criteria for lenders and the bank appears to be setting the industry standard for P2P custody services. Australian P2P commercial property marketplace lender LendEx has appointed two new board members to its board of directors; Brian Benger will join the board with experience from consulting firm Mercer; credit market executive Kim Jenkins will also join the board; Jenkins is currently the CEO of the Australian Retail Credit Association; Benger and Jenkins join Robert Hines, the firm's chairman, as the board's non-executive directors. Fox Fintech, an affiliate of Sohu.com, was able to obtain the first micro-credit license by the Ningbo City Government in China; Alex Ho, Fox Fintech Group's founder and CEO, commented, "We are applying advanced technologies in big data, facial recognition, machine learning and self-developed algorithms to bring efficient, convenient and inclusive credit service to China."; the internet micro-credit license allows for Fox Fintech to lend across the country, traditional micro-credit licenses are limited to the city where they are approved. Sources report that Chinese online property and casualty insurance company Zhong An is planning for an initial public offering (IPO) in China; the firm was founded by Alibaba's Jack Ma, Tencent's Pony Ma and Ma Mingzhe from Ping An Insurance Group of China; a primary product for the firm is e-commerce shipping insurance which accounts for approximately 50% of the business; currently the firm's major shareholders include Ant Financial with 16% and Tencent Holdings Ltd. with 12%; in 2015 it reported a valuation of $8 billion and it currently plans to raise an additional 2 billion yuan ($290 million) to help it prepare for the IPO.
